From December 2025, new regulations will come into effect across the UK and EU that significantly change how retinol can be used in cosmetic skincare products.
In summary:
- From December 2025, no new facial skincare products containing more than 0.3% retinol can be launched to the market.
- From December 2026, all existing facial skincare products containing more than 0.3% retinol must be withdrawn from sale.
These changes will directly affect many clinical and cosmeceutical brands, limiting the strength of retinol products available over the counter, regardless of skin need, tolerance or indication.
